Texas Weatherization and Low-Income Energy Programs
Texas Weatherization
The Texas Department of Housing and Community Affairs offers Texans energy audits (a review of the home's energy efficiency, which identifies where air leaks may be occurring, inefficient appliances, and other measures) and installation of weatherization measures to increase energy efficiency of a home. Households must be at or below 125% of federal poverty guidelines and the home must be able to benefit from being weatherized. Priority is given to households with very low income, small children, elderly resident, or a disabled resident.

Energy and Low-Income Heating Assistance (LIHEAP) in Texas
Complete List of Texas's Low-Income Energy Programs
The National Energy Accessibility and Affordability Project (NEAAP) publishes a complete list of the programs available to low-income households in the state, including those funded by federal and state governments, Texas utilities, and charities. NEAAP publishes this list as part of the LIHEAP Clearinghouse, which is maintained on the National Center for Appropriate Technology Web site and receives support from the U.S. Department of Health and Human Services. The list also includes LIHEAP contacts in Texas. Under federal rules, Texas can use up to 25% of its LIHEAP funds for weatherization.
State Energy Assistance Programs
Texas offers the Comprehensive Energy Assistance Program (CEAP), which helps households with high heating or cooling bills; helps with energy-related crises; and replaces, repairs or retrofits inefficient heating or cooling systems.
