Oregon Weatherization and Low-Income Energy Programs

Oregon Weatherization

Oregon's Weatherization Assistance Program provides weatherization and energy conservation services at no cost to low-income households. The Weatherization Assistance Program reduces household energy use and costs by improving the energy efficiency of a participant's home.

The Oregon Housing and Community Services administers the statewide Weatherization Assistance Program, and local Community Action Agencies deliver weatherization services in the field. For more information, call the state Weatherization Office at 503.963.2283.

Energy and Low-Income Heating Assistance (LIHEAP) in Oregon

Complete List of Oregon's Low-Income Energy Programs

The National Energy Accessibility and Affordability Project (NEAAP) publishes a complete list of the programs available to low-income households in the state, including those funded by federal and state governments, Oregon utilities, and charities. NEAAP publishes this list as part of the LIHEAP Clearinghouse, which is maintained on the National Center for Appropriate Technology Web site and receives support from the U.S. Department of Health and Human Services. The list also includes LIHEAP contacts in Oregon. Under federal rules, Oregon can use up to 25% of its LIHEAP funds for weatherization.

State Energy Assistance Programs

  • Oregon Energy Assistance (OEA) Program
    The OEA Program is an energy assistance program funded by a meter charge for customers of Pacific Power and Portland General Electric. This program is designed to help low-income households with their electric bills. For more information about the Oregon Energy Assistance Program, call the OEA coordinator at 503.986.6704.   • Oregon HEAT
    Oregon HEAT is a statewide fund designed to prevent disconnection of utility service during inclement weather by providing bill payment assistance to low-income households in emergencies. Oregon HEAT works with social service and other agencies across the state to screen requests for assistance from customers of Pacific Power, PGE, West Oregon Electric Cooperative, and the City of Milton-Freewater.
