Ohio Weatherization

The Ohio Energy Office administers the DOE-funded Weatherization Assistance Program for the state. OEE sets the eligibility requirements and oversees the local agencies that provide weatherization services in the field.

OEE boasts Ohio has having one of the highest performing weatherization programs in the country in terms of technical sophistication and savings achieved through weatherization.

Part of the reason for success is that weatherization service providers can take advantage of OEE's the Ohio Weatherization Training Center.

Energy and Low-Income Heating Assistance (LIHEAP) in Ohio

Complete List of Ohio's Low-Income Energy Programs

The National Energy Accessibility and Affordability Project (NEAAP) publishes a complete list of the programs available to low-income households in the state, including those funded by federal and state governments, Ohio utilities, and charities. NEAAP publishes this list as part of the LIHEAP Clearinghouse, which is maintained on the National Center for Appropriate Technology Web site and receives support from the U.S. Department of Health and Human Services. The list also includes LIHEAP contacts in Ohio. Under federal rules, Ohio can use up to 25% of its LIHEAP funds for weatherization.

State Energy Assistance Programs

The Ohio Department of Development manages both the weatherization and low-income assistance. It has the following programs available:

  • Home Energy Assistance Program
    Ohio's Home Energy Assistance Program is a federally funded program designed to help low-income households pay their heating bills. It is part of the U.S. Department of Housing and Human Services Low-Income Home Energy Assistance Program (LIHEAP). Ohio lists online its guidelines and eligibility requirements for this service.

  • Emergency Home Energy Assistance Program
    This program provides a one-time payment to eligible low-income households who have had their electricity or heating service disconnected because of arrears or who are facing this eventuality. In Ohio, the service is provided by local community action agencies.

  • Percentage of Income Payment Plan (PIPP)
    PIPP is a state-funded extended payment arrangement that requires regulated gas and electric companies to accept payments from low-income clients based on a percentage of the household income. The state then reimburses the utilities for the cost of this service.
