Maryland Weatherization and Low-Income Energy Programs

Maryland Weatherization

The Maryland Department Housing and Community Development oversees the Weatherization Assistance Program to help eligible low-income households reduce their energy bills by installing energy conservation materials in their homes. Priority is given to homeowners who are elderly, disabled, have families with children, and/or have the highest energy consumption. Weatherization Assistance Program services are provided to eligible customers through a network of 17 local government or nonprofit organizations that serve the entire state that are listed online. Energy and Low-Income Heating Assistance (LIHEAP) in Maryland

Complete List of Maryland's Low-Income Energy Programs

The National Energy Accessibility and Affordability Project (NEAAP) publishes a complete list of the programs available to low-income households in the state, including those funded by federal and state governments, Maryland utilities, and charities. NEAAP publishes this list as part of the LIHEAP Clearinghouse, which is maintained on the National Center for Appropriate Technology Web site and receives support from the U.S. Department of Health and Human Services. The list also includes LIHEAP contacts in Maryland. Under federal rules, Maryland can use up to 25% of its LIHEAP funds for weatherization.

State Energy Assistance Programs

  • Electric Universal Service Program (EUSP)
    This new program helps low-income electricity customers pay their electricity bills. The program includes bill assistance, retirement of certain old bills, and weatherization services. Some customers who are not eligible for MEAP are eligible for EUSP.

  • Emergency Assistance to Families with Children (EAFC)
    This state emergency grant program provides funds for household emergencies, including utility bills.
  • Federal Emergency Management Agency Funds (FEMA)
    These funds are available in certain local jurisdictions in Maryland, and may be available for a utility emergency.
  • Local Fuel Funds
    These funds offer financial assistance to limited income individuals with energy-related emergencies.
