Massachusetts Weatherization and Low-Income Energy Programs

Massachusetts Weatherization

The Massachusetts Department of Housing and Community Development oversees the Weatherization Assistance Program, which helps low-income households reduce their heating bills by providing home energy efficiency services. This year-round program is coordinated by your local energy assistance agency.

Then, local certified and insured weatherization contractors are hired to complete the work at no cost to the occupants. Typical work completed includes air sealing, attic and/or sidewall insulation, weatherstripping, and minor repairs associated with the weatherization work.

Energy and Low-Income Heating Assistance (LIHEAP) in Massachusetts

Complete List of Massachusetts's Low-Income Energy Programs

The National Energy Accessibility and Affordability Project (NEAAP) publishes a complete list of the programs available to low-income households in the state, including those funded by federal and state governments, Massachusetts utilities, and charities. NEAAP publishes this list as part of the LIHEAP Clearinghouse, which is maintained on the National Center for Appropriate Technology Web site and receives support from the U.S. Department of Health and Human Services. The list also includes LIHEAP contacts in Massachusetts. Under federal rules, Massachusetts can use up to 25% of its LIHEAP funds for weatherization.

State Energy Assistance Programs

Call 1-800-632-8175 to talk to someone from the state's energy programs about assistance in the following programs:

  • LIHEAP — Low-Income Heating Assistance Program — will provide fuel assistance to low-income people with annual incomes up to 200% of the federal poverty level, or $37,700 for a family of four.
  • HEARTWAP is designed to provide heating system repair and replacement services to low-income households. The program is operational year round. During the winter months, the program serves primarily as an emergency intervention service to provide assistance to low-income clients having problems with the operation of their primary heating system.
