Kentucky Weatherization and Low-Income Energy Programs

Kentucky Weatherization

The Kentucky Weatherization Assistance Program improves energy efficiency and household safety and educates the public about energy efficiency. The program focuses on low-income families and children, the elderly, and the disabled.

The Kentucky Cabinet for Health and Family Services administers the Weatherization Assistance Program, which is funded by the U.S. Department of Energy. The Kentucky Cabinet for Health and Family Services sets the eligibility requirements and oversees the local agencies that provide weatherization services in the field.

Energy and Low-Income Heating Assistance (LIHEAP) in Kentucky

Complete List of Kentucky's Low-Income Energy Programs

The National Energy Accessibility and Affordability Project (NEAAP) publishes a complete list of the programs available to low-income households in the state, including those funded by federal and state governments, Kentucky utilities, and charities. NEAAP publishes this list as part of the LIHEAP Clearinghouse, which is maintained on the National Center for Appropriate Technology Web site and receives support from the U.S. Department of Health and Human Services. The list also includes LIHEAP contacts in Kentucky. Under federal rules, Kentucky can use up to 25% of its LIHEAP funds for weatherization.

State Energy Assistance Programs

  • Income Rate Assistance
    This Department of Social Services Preventive Assistance Program initiative assists families with an energy payment of up to $300 per family if payment would prevent removal of a child from the family or assist in reuniting the child with the family.

  • We Care
    Project WARM provides free weatherization and energy conservation services to residents of Louisville and Jefferson Counties. Weatherization measures include sealing air leaks, adding attic insulation, and offering energy education. Free self-help classes are available during the winter.
