District of Columbia Weatherization and Low-Income Energy Programs

District of Columbia Weatherization

The program provides funds to reduce heating and cooling costs for low-income families and to ensure their health and safety. The program provides repairs and improvements to home heating and cooling systems, and provides for the installation of energy-saving measures in the home. Energy and Low-Income Heating Assistance (LIHEAP) in District of Columbia

Complete List of District of Columbia's Low-Income Energy Programs

The National Energy Accessibility and Affordability Project (NEAAP) publishes a complete list of the programs available to low-income households in the state, including those funded by federal and state governments, District of Columbia utilities, and charities. NEAAP publishes this list as part of the LIHEAP Clearinghouse, which is maintained on the National Center for Appropriate Technology Web site and receives support from the U.S. Department of Health and Human Services. The list also includes LIHEAP contacts in District of Columbia. Under federal rules, District of Columbia can use up to 25% of its LIHEAP funds for weatherization.

State Energy Assistance Programs

Low Income Home Energy Assistance Program (LIHEAP) helps low-income residents meet their home energy needs, and provides emergency assistance to households whose electric or gas services have been terminated or to households that are without fuel oil and have been denied fuel oil delivery. The amount of assistance is based on household size, total household income, fuel type, and type of residence. Call the DC Energy Office to apply at 202-673-6750.

Utility Discount Programs

The DC Public Service Commission requires utilities to offer lower rates to low-income households.

Residential Aid Discount is the discount program offered by Potomac Electric Power Company (PEPCO). This program offers eligible DC residents who are PEPCO customers a 28% discount on the first 400-kilowatt hours of electricity used each month. This translates into a savings of up to $5 a month or $60 a year.

Residential Essential Service is the discount program offered by Washington Gas. This program offers discount gas rates during the winter months from November through April.
