The U.S. Department of Energy's responsibilities in the Weatherization Program are to:

• Provide funding to the states; total contribution of more than $5 billion since 1978.
• Set national guidelines for eligibility.
• Establish the technical merit of energy efficiency measures.
• Document energy savings.
• Provide technical training and assistance to weatherization service providers.

The States' Roles in the Weatherization Assistance Program

The states, in their turn, are responsible to:

• Make the rules and set standards for eligibility in each state.
• Contract with local weatherization agencies.
• Monitor agency work to ensure quality.
