The Manzanita Band of Mission Indians ("the tribe") has long recognized that its reservation has an abundant wind resource that could be commercially utilized to its benefit. The tribe is now investigating the feasibility of commercial scale development of a wind power project on tribal lands. The proposed project is a joint effort between the tribe and its subcontractor and consultant, SeaWest Consulting.
Manzanita will explore the wind resource potential on tribal land and use the feasibility study to secure contracts necessary to develop, construct, finance, and operate a successful long-term commercial wind energy project. The comprehensive planning process and feasibility study will enable Manzanita to make informed decisions when considering the benefits and risks of encouraging large-scale wind power development on their lands.
The technical scope of the project covers the full range of feasibility assessment activities, from site selection through completion of a business plan for implementation. It addresses the potential for sustainability of renewable energy development, and all activities included in the scope are at a level necessary to obtain third-party non-recourse debt and equity financing. The feasibility study is intended to establish criteria and a plan to secure contractual commitments necessary to initiate development activities (permitting, equipment procurement, etc.) required as part of a defined project.
The Manzanita Indian Reservation is located in southeastern San Diego County, California. Manzanita is located at an elevation of approximately 4,000 feet above sea level on the Tecate Divide between the Pacific Coast and the Imperial Valley. The features and resulting wind regimes at certain locations on the reservation are not unlike the heavily exploited energy resources of the major California wind development areas.
The project was competitively selected under the Tribal Energy Program's FY2002 solicitation, "Renewable Energy Development on Tribal Lands," and started in September 2002. For additional information, see the November 2003 presentation (PDF 809 KB). Download Adobe Reader.
