Delaware Governor Issues Executive Order to Promote Energy Efficiency

Delaware Governor Ruth Ann Minner issued Executive Order 82 on February 6 that requires several state agencies to develop energy efficiency plans and allows governments and school districts to aggregate their energy consumption in order to pursue better terms on contracts with energy suppliers. The order requires all state agencies to pursue energy performance contracts in order to reduce energy consumption. Read the executive order.

The governor issued the order to help the state deal with the looming expiration of rate caps in May 2006 as part of the state's move to competitive electricity markets. Specifically, the governor requires:

  • The Delaware Public Utility Commission (PUC) to investigate the practicability of Delmarva Power putting in place a demand side management program.
  • The State Office of Management and Budget to recommend a level of green power purchases for the state.
  • The State Energy Office to complete an energy consumption profile for the state.
  • The PUC toinvestigate modifications to the state's public benefit fund in order to foster the adoption of renewable energy and energy efficiency technologies.
