Collaborative Research
The U.S. Department of Energy (DOE), the National Association of State Energy Officials (NASEO), and the Association of State Energy and Regional Technology Transfer Institutions (ASERTTI) began a pilot program in November 2002 to cooperatively research and develop renewable energy, energy efficiency, and fossil energy technologies. The project is called the State Technology Advancement Collaborative (STAC).
The purpose of STAC is to manage multistate research and development (R&D), demonstration, and technology application projects in areas where the states and federal government already carry out common activities. Through STAC, states and the federal government can better leverage funds and promote multistate initiatives. Read the November 2002 Memorandum of Understanding that established STAC (PDF 326 KB). STAC manages solicitations, established a project information center, and developed several regional hydrogen learning centers. And beginning in 2005, STAC will administer DOE's Rebuild America Program.
