Virginia Projects Funded by Its 2007 Formula Grant from DOE's State Energy Program

Virginia used U.S. Department of Energy (DOE) funds from its State Energy Program (SEP) Formula Grant to implement the following project in 2007. For more information on energy projects in Virginia, see the Virginia Division of Energy.

Buildings

Executive Order 48 (2007) increases energy efficiency in state facilities and will reduce energy consumption by at least 20% by FY 2010. To meet this goal, the Energy Division works with agencies and institutions to aggressively pursue high efficiency lighting in place of incandescent bulbs, energy savings performance contracts, and alternative procurement techniques for energy.

Electric Power and Renewable Energy

The Electric and Renewable Energy Program administered electric power and renewable energy programs and projects, implemented conservation and efficiency strategies, and supported and promoted renewable energy and new energy technologies. It provided incentives for candidate landfill methane and biomass/waste-to-energy projects, provided incentives for renewable energy projects in public buildings and Critical System Renewable Energy Projects, developed outreach and assistance programs for state and local government agencies, worked with the agricultural sector to explore options for incorporating renewables to reduce cost and environmental impact of operations, and supported initiatives to advance goals of the Wind Power America Program and the Virginia Wind Energy Collaborative, continued the Tangier Island Community Wind project, and continued the wind map development and Virginia Wind Outreach to key stakeholder communities.

Energy Education

The Energy Education Program provided outreach and education on current and emerging energy topics. Outreach focused on helping customers make wise energy choices. It provide customers with information on Virginia's energy production and consumption, supported the "Project Learning Tree" program, It supported energy education through workshops, seminars, listening sessions, and conferences. It also supported the National Energy Education Program for the production of K–12 educational materials. It engaged in collaborative projects with stakeholders to advance energy education and the wise use of energy, supported fact-finding investigations of new or innovative energy projects and created an energy exhibits project with the Science Museum.

Industry

The Industry Program increased efforts supporting the development of biofuels production and fueling infrastructure throughout the state. The Biofuels Production Fund and Grant Incentive Program provided incentives for locating a plant in Virginia. The Commonwealth, in collaboration with various public and private alternative fuel stakeholders, has also taken the lead in a project to install pilot E85 fuel sites near the Commonwealth's population centers.

Transportation

The Transportation Program administered and implemented transportation initiatives and supported and facilitated the Clean Cities program and associated projects. It developed E85 infrastructure and installed fueling sites in high volume areas. It implemented a biofuels production grant program and state fleet replacement with hybrids, alternative fuel vehicles, and high mpg vehicles. It supported public and private fleet conversion and alternative fuel use and provided incentive funding for pilot alternative fuel projects and fleet conversions. The program supported the National Airport compressed natural gas bus project and public transportation initiatives. It provided incentives and outreach for public transit use, supported the Virginia Biofuel Forum, and supported the Clean Cities coordinator.
