DOE's Technical Assistance Program (TAP) will be presenting several webcasts in September. TAP webcasts will continue to explore best practices and technical information for state, city, county, and tribal energy practitioners.
Registration is now open for the September webinars, which will address a range of topics, including:
- How to further building code compliance through partnerships;
- Developing successful partnerships between utilities and local governments;
- Designing and marketing energy efficiency programs to specific neighborhoods;
- The complex terms and conditions of power purchase agreements.

Exploring Partnerships to Further Building Code Compliance Enhancement

Description: State and local governments are increasingly focused on improving compliance with building energy codes. In some states, local jurisdictions have reviewed and passed more stringent codes than the statewide mandated code. This webcast will explore how Minnesota, Massachusetts, and California are developing and implementing their energy code programs and their successes in leveraging partnerships to enhance code compliance and reduce implementation costs. Participants will receive insight on how these leading states have applied innovation to the issues around new more stringent energy codes. Presenters will explore leveraging non-traditional resources at a time of shrinking implementation budgets to accomplish these goals.
Partnering with Utilities Part 1 - Successful Partnerships and Lessons from the Field

Description: This webcast will be a roundtable for four communities to describe successful partnerships between local governments and utilities that enabled the local governments to implement new clean energy programs or enhance existing ones. The speakers will highlight their local governments' efforts to institutionalize energy efficiency and renewable energy use within their government organizations and throughout their communities with the help of utilities. Attendees will hear information on specific steps they took to build and sustain their local government-utility partnerships; how much funding was leveraged, the impact of the leveraged funding, the outcomes of the local government-utility partnership. and future plans for the partnerships. Communities participating in the roundtable will be Allegheny County, Pennsylvania; Baltimore, Maryland; Napa County, California; and Denver, Colorado.
How to Design and Market Energy Efficiency Programs to Specific Neighborhoods

Description: This webcast will offer information on design considerations and market research insights for creating and marketing successful projects in specific neighborhoods. For example, energy efficiency retrofits in a specific neighborhood are often part of a neighborhood revitalization strategy. Implementing successful strategies requires a solid knowledge of the target market, including factors such as primary spoken language, residents' financial demographics, and other factors. Webcast participants will learn how other communities created high impact programs because they put in the effort to meet the design challenges of working in different types of communities. The webcast will feature speakers from Seattle, Washington; Volusia County, Florida; and the Greater Cincinnati Energy Alliance.
Advanced Topics in Power Purchase Agreements

Description: This webcast is the second of a two part webcast series. The first webcast presented basic information about Power Purchase Agreement as a way to leverage private capital to install large-scale solar energy. This webcast will explore the more intricate pieces of power purchase agreements. It will cover the sometimes complex terms and conditions, several different legal structures, and the roles of the various parties, including how to share risk and reward. DOE's Energy Efficiency and Conservation Block Grant Program grantees, including Salt Lake County, will share how they structured their solar power-purchase agreement and benefitted the community by turning a Brownfield into a Brightfield.
