Hawaii to Cut Greenhouse Gas Emissions to 1990 Levels by 2020
Hawaii Governor Linda Lingle approved legislation in late June that limits the state's greenhouse gas (GHG) emissions to 1990 levels by 2020, with the exception of emissions from airplanes. The bill requires an updated inventory of GHG emissions in the state, using an existing report on 1990 emissions as the starting point. It also establishes a GHG emissions reduction task force, which will prepare a work plan and regulatory scheme for achieving the GHG emissions limit. The task force's report is due to the legislature in time for the 2010 session. By January 1st, 2012, the state must have rules in place that set emissions limits and establish reduction measures for specific sources of GHG emissions. Those rules will also require the statewide reporting and verification of GHG emissions. See HB 226, now Act 234, on the Hawaii Legislature Web site (PDF 460 KB). Download Adobe Reader.
