ESPC Comprehensive Workshop

Limited to Federal employees, the three-day Energy Savings Performance Contract (ESPC) Comprehensive Workshop outlines how to implement energy and water projects through ESPCs.  

The first day of the workshop provides a basic introduction to the new indefinite delivery, indefinite quantity (IDIQ) contracts and how to get started with an ESPC project at your site. The second day outlines more complex pricing and financing aspects of the project. The third day is dedicated to two breakout sessions:  

  • One session addresses technical aspects with an emphasis on how to plan your project to meet site energy and water goals, including differences between measurement and verification options and how to approach and review energy service company (ESCO) technical proposals.
  • The second session is dedicated to contracting and negotiation methods, including how to approach and select the right ESCO, preparing the contract folder contents, and preparing for negotiations and awarding the task order.  

The ESPC Comprehensive Workshop is intended to meet the needs of those who have little knowledge of ESPCs but are considering this approach as well as those who want to gain an in-depth understanding of the ESPC process. It gives Federal agencies a brief overview of costs and pricing review of the final proposal. As a prerequisite, attendees should have at least attended a three-hour ESPC Introductory Webinar or an ESPC Introductory Workshop.
