On May 31, President Bush addressed the U.S. Global Leadership Campaign regarding U.S. international development programs. The President also addressed the need for development of clean energy technology to help address climate change:

"It's important to ensure that we get results, and so we will create a strong and transparent system for measuring each country's performance. This new framework would help our nation fulfill our responsibilities under the U.N. Framework Convention on Climate Change. The United States will work with all nations that are part of this convention to adapt to the impacts of climate change, gain access to clean and more energy-efficient technologies, and promote sustainable forestry and agriculture."

Assistant Secretary Karsner added his support for the new effort: "The United States is leading the global effort to accelerate renewable energy and energy efficiency technologies to decrease greenhouse gas emissions and mitigate climate change. The Department of Energy and the Office of Energy Efficiency and Renewable Energy are engaged globally to carryout the President's initiative."
