President's Budget Draws Clean Energy Funds from Climate Measure
President Barack Obama's proposed budget for fiscal year 2010 assumes the passage of an economy-wide cap on greenhouse gas emissions and a market-based trading system that would funnel $15 billion per year into clean energy development. The budget also increases DOE funding.
