This course provides Federal facility managers with practical information and action-based strategies to change individual and organizational behavior in support of energy efficiency and strategic sustainability goals. While advanced technologies are increasingly effective at reducing energy and resource intensity in buildings and facilities, optimal results cannot occur unless multiple strategies are employed to change individual and organizational behavior. This course emphasizes the link between individual behavior and institutional change. It introduces the framework of "rules, roles, and tools" to guide the systematic design, development, implementation, and evaluation of multiple strategies to achieve—and maintain over the long term—individual and institutional change.

The instructor for this course is Jerry Dion, Chief Performance Officer, U.S. Department of Energy Federal Energy Management Program (FEMP). Mr. Dion serves as Chief Performance Officer for FEMP, where he leads strategic and performance planning, as well as efforts to develop evidence-based institutional change approaches for achieving significant and persistent improvements in energy efficiency, renewable energy utilization, and environmental performance. Mr. Dion recently completed a two-year assignment as Adjunct Senior Fellow at the National Defense University, supporting an initiative between the Departments of Energy and Defense. He has held a variety of positions in DOE's Office of Energy Efficiency and Renewable Energy, including Building Research Supervisor. Mr. Dion previously served in the Arizona Energy Office for 10 years. He holds a master's degree in urban planning from the State University of New York at Buffalo.

Learning Objectives

By completing this course you will learn to:

  • Apply the construct of "rules, roles, and tools” to effect individual and organizational change to support energy efficiency and strategic sustainability goals;
  • Apply eight principles of institutional change to determine how they can help achieve agency energy and sustainability goals;
  • Develop plans to implement changes in existing policies and practices, and introduce new sustainable behaviors by employing multiple strategies; and
  • Enable lasting change by evaluating outcomes to determine what strategies worked and refine strategies to ensure the persistence of organizational change.
