Advanced UESC Workshop
The Presidential Memorandum of Dec. 2, 2011, Implementation of Energy Savings Projects and Performance-Based Contracting for Energy Savings, mandates that the Federal Government shall enter into a minimum of $2 billion in performance-based contracts in Federal building energy efficiency by Dec. 31, 2013. Meeting the responsibility of the Presidential Memorandum requires agencies to evaluate their facilities, identify potential savings, and appropriately leverage both private and public sector funding to invest in comprehensive projects. DOE/FEMP is helping agencies by offering training on how to establish partnerships with their local utilities to help meet this challenge.
This new, two-day workshop will review 42 USC 8256, which authorizes and encourages Federal agencies to take advantage of rebates, incentives, and other services offered by serving utilities to implement energy efficiency and water conservation projects – collectively referred to as Utility Energy Services Contracts (UESC). During the workshop attendees will examine methods and strategies used by experienced contracting officers and agency teams to develop and implement successful projects and discuss common issues. Attendees will work through a practice project using templates and samples following the steps needed to cut a task order under GSA’s Areawide Contract.
This workshop will be held in conjunction with the 2012 Fall Federal Utilities Partnership Working Group Meeting , which is scheduled for Oct. 16-17 at the same location.
Registrants must have attended or participated in one of the following: the basic UESC Workshop; the Introduction to UESC Webinar; or the 90-minute, on-demand Introduction to UESC training which can be viewed at: http://apps1.eere.energy.gov/femp/training/course_detail_ondemand.cfm/CourseId=53

It's not contracting business as usual! Learn about one of the Government's premier tools to finance facility energy improvements. Energy Savings Performance Contracting (ESPC) is a contracting vehicle that allows federal agencies to accomplish energy projects for their facilities without depending on appropriations to pay for the improvements. An ESPC project is a partnership between the customer (a government organization) and an energy service company (ESCO).
The course is intended to provide students with a thorough understanding of the key issues in Energy Savings Performance Contracts (ESPCs) Measurement and Verification (M&V) so that they can negotiate for better M&V in their projects.
